You should be able to find the fog-emitter in the buy debug catalogue. Type first "testingcheatsenables on" and then "buydebug on" into your cheatsbar. In the menu with the questionmark it should be in Misc. Items.  |

For me it's in there. It's a greenish ball, that floats in mid-air if you place it on your lot. But I don't think there's an option to have it if you haven't got Ambitions.
