that is a morgan, so yeah..most likely not cut and set...but it's still been set. A tail does not do that on it's own. Some horses like Morgans which are not supposed to have cut tails will wear a tail set but instead of the tail brace they use a bustle which supples/loosens the muscles and tendons in the tail so the tail is not set, but has the flexibility and "trains" the tail to have a higher carriage and a more natural breakover.
however, it still has to be trained and is not natural...and will eventually go back to looking normal if you don't continue to train it.

My horse has never been trained to carry her tail like that. But she still does it. It's naturally docked like that. She's a Morgan.

Saddlebreds and Morgans can have them set, but naturally carry their tails high too. My mare never had hers set and it looks like the picture you posted. Maybe I'm just lucky haha

my TWH's I had would do it, when excited, it flipped over and to the side, but laying straight down, no. My SSH pony also does it when super excited, but again, it's flipped over to the side when she does. That horse has a bump in the tail without it being flipped
