It comes with a head bone with values already in place when you go to edit the bonedeltas--you just have to make sure you delete it in all your bonedeltas before adding new bones. Also make sure you are pressing "commit" before switching bones if you're altering multiple bones, and don't forget to actually save--pressing commit does not save the bones.
^all little mistakes I made while half-asleep fighting with my slider. Haha.
ETA: Also, any bones that are "below" the bone you're altering will scale with that bone. So if you scale the head bone, it will scale every bone of the face. Blender and the horse rig are your friend--play with it there first to see what joints are linked to what.

No, you don't have to use Blender, but it helps to visualize what bones you're altering by opening the rig in blender. It won't always work as perfectly in-game as it does in blender, but you can also scale bones and see the effect immediately by using the transform tools.

Ok I was just wondering lol, I tryed one for the Head Dome and Neck together and it just made the head huge lol. Can I confirm that after four glasses of wine this is scary. Terrifying.
